SUMMARY OF DUTIES

The mission is seeking to fill a Health Admissibility Adjudicator, IMC position for the Immigration program. The position is a senior administrative support-level position of the Immigration, Refugees and Citizenship Canada (IRCC) Medical Program. 
Under the general direction of the Regional Medical Office (RMO) Assistant Director and/or Director, the Health Admissibility Adjudicator (HAA): 

  • Reviews and processes Immigration Medical Examinations (IMEs) to ensure required tests and reports are complete, investigates complex medical cases, identifies health conditions that may lead to inadmissibility on public health, safety, or excessive demand grounds, and collaborates with RMO team members and IRCC officers to deliver final medical admissibility assessments under delegated authority.
  • Handles inquiries from migration officers and panel members and provides them with expert advice.
  • Tracks and analyses active tuberculosis (TB) cases and other public health concerns as identified by the Migration Health Branch (MHB).
  • Provides informed recommendations, medical profiles, diagnostic rationales, and precautionary restrictions to RMO team members and locally engaged physicians for review.
  • Contributes to data analysis, quality assurance, and research activities including statistical reporting for submission to the RMO Assistant director/Director and MHB.
  • Contributes to developing program policies, procedures, guidelines, plans, strategies, initiatives and information management systems, including monitoring and performance measurement.
  • Prepares analyses, briefings, and reports on complex or unprecedented issues; and delivers presentations.
  • Represents IRCC and the program in consultations, meetings, committees, and project teams with stakeholders, including medical professionals and government officials.
  • Responds to inquiries and consults with medical professionals, and stakeholders to share information on IRCC's mandates and standards; investigates complex IME cases; and works with migration officers and panel members to resolve issues in the IME process.
  • Maintains communication with management, and program assistants at missions and headquarters to strengthen program integrity, quality, and efficiency.
  • Provides functional advice, guidance, coaching, and mentoring to program assistants, and clarifies medical-related operational policies, procedures, and guidelines.
  • Keeps up to date on emerging health trends and issues in Canada and internationally, including diseases like TB, HIV, and syphilis; anticipates evolving client and stakeholder needs; and builds and maintains knowledge of immigrant health and medical sector issues and service trends.

AREA OF SELECTION

ESSENTIAL QUALIFICATIONS

All essential qualifications will be assessed. Methods of assessments and screening of candidates may include but are not limited to: verification of credentials, resume and letters of presentation; interviews, exams and practical tests; presentations or other types of assessments. 

Education

This position requires:

  • Bachelor's Nursing Degree recognized by the Professional licensing body (an equivalent nursing degree from an accredited university in another country may be considered) with a license to practise in India.

Language

The Following languages and proficiency levels are required for this job. Candidates will be formally assessed or requested to provide proof of certification on these levels. 

  • An advanced proficiency level (reading, writing, comprehension, and speaking) in English.

Experience

In order to perform the duties relevant to this job, the following experience is required.

  • At least two (2) years' experience in clinical health care in a hospital setting.

OR

  • One (1) year experience in clinical health care, with an additional one (1) year experience in a public health program, community health program, and/or health research program.

ASSET QUALIFICATIONS

Preference may be given to candidates who meet the Asset Qualifications. Where applicable, candidates must clearly demonstrate how they meet any asset qualifications.

  • Intermediate proficiency in French (reading and writing)
  • At least 3 years' experience in clinical health care related to the medical management of tuberculosis and/or chronic diseases.
  • Master of Science in Nursing
  • Master's degree in administration, Public Administration, or Health Service Administration.
  • Master's degree in public health, Epidemiology and Statistics, Infectious Diseases.

OPERATIONAL REQUIREMENTS

Operational requirements will be assessed on a meet/does not meet basis and can be used to determine right fit of a candidate for the position.

  • **Hours of Work:**Normal hours of work of work for this position are in accordance with Locally-Engaged Staff regulations of 37.5 hours per week.
  • Overtime: Willingness to work overtime on short notice.

CONDITIONS OF EMPLOYMENT

  • Valid work authorization: Ability to obtain and hold a valid work authorization covering the entire employment period.
  • Security screening: Obtain and maintain a Reliability Status (security level) which includes a criminal and credit background check from the Government of Canada.
  • Have and maintain a valid Professional Nursing License.
  • Meet the employer's medical requirements by undergoing a medical evaluation by a physician.
