About the Role We are seeking a proactive, analytical, and detail-oriented Senior Associate – MEL to oversee monitoring, evaluation, and learning processes. The position offers an opportunity to gain first-hand data and field management experience, contribute to the design and implementation of comprehensive MEL systems, ensure effective integration with government data platforms, and generate actionable insights to inform strategic decision-making. Key Responsibilities Design Strategic Planning Assist in the development of a comprehensive MEL strategy/frameworks, aligning with organizational and state program objectives. Support in establishment of state-wide performance indicators, outcome frameworks, and impact-measurement protocols. Assist in selection and integration of digital MEL tools and dashboards for real-time data access and decision-making. Field Operations Data Quality Plan and supervise large-scale data collection. Capacity building of the team on survey methodologies and data collection techniques. Establish rigorous SOPs for data validation, cleaning, and verification to ensure quality of data. Research and Academics Assist in planning and operationalizing of ecosystem research, impact evaluation, and other periodic MEL assessments. Analyze research findings to produce policy briefs, white papers, research articles, and evidence summaries for internal and external dissemination. Support in regular reviews of MEL frameworks to improve efficiency, relevance, and scalability. Data Management, Analysis Insight Generation Able to apply advanced quantitative (regression, correlation, trend analysis, and hypothesis testing) and qualitative (thematic and content analysis) statistical techniques. Prepare dashboards, visualizations, and high-quality analytical reports for internal leadership and the government officials. Reporting Stakeholder Engagement Present key insights to senior management, government bodies, and donors. Act as the primary MEL liaison for government departments, ensuring alignment with state education and digital learning initiatives. Any other responsibilities or tasks assigned by the designated manager.

Qualifications Experience Education: Master's degree in Economics, Public Policy, Statistics, Development Studies, Social Sciences, or a related field. Experience: Minimum 1-2 years in monitoring evaluation, research, or data analytics roles, with at least 1 year in a supervisory/managerial capacity, preferably in the education sector. Experience in system integration will be preferred. Technical Skills: Proficiency in MS Office (Word, PowerPoint) along with statistical (Quantitative/Qualitative) software such as STATA, R, ATLAS Ti, NVIVO, etc Strong command of digital data collection tools (SurveyCTO/Kobo/ODK) and data-visualisation platforms (Power BI, Tableau, or equivalent). Field Experience: Proven ability to manage large-scale, multi-district primary data collection and dissemination. Ready to travel to different locations for monitoring (70% Travel, 30% Office work) Leadership Communication: Excellent written and verbal communication, stakeholder management, and team leadership skills. Organizational Skills: Strong planning, multitasking, and problem-solving abilities with attention to detail.
